The real solution-is preventing the excess from being born in the first place. Prevention is both life-saving and money-saving. It also prevents the suffering of homeless animals by solving the problem before it begins! The Animal Friendly License Plate program, with its focus on spay/neuter is part of the solution. New Jersey (the first state to implement the program 1993) has raised over $2 million for spay/neuter to date!! It is just a win-win situation. The Animal Friendly License Plate provide people who want to financially help animals with a special way to do so, and they raise the awareness of the public about the importance of spaying and neutering. Plus, they are a wonderful way for people to show how much they care about animals.(PaLC) is now called New PaLC with new volunteer membership, and new President Sara Khurody-Downs. To learn more about Arkansas (Animal Friendly License Plate) log on to their web site. 1) To make extreme acts of animal cruelty a Class D felony (first offense). 2) To establish a Class D felony penalty for subsequent offenses of misdemeanor-level cruelty. 3) To make all forms of human-instigated animal fighting (including cockfighting) a Class D felony. 4) To clarify the court's authority to order a mental health evaluation and treatment for an offender who commits any cruel offense against animals. 5) To clarify the court's authority to transfer abused animals to a humane society (instead of returning them to their abuser). The Arkansas Animal Cruelty Act is being sponsored by The Reverend Miriam (Peggy) Hays. Citizens for a Humane Arkansas is supporting The Act through volunteer signature gathering, endorsements, and assistance with campaign activities. In order for this initiative to be put before The People in the election of November 2002, approximately 75,000 signatures must first be gathered by the end of June, 2002. Volunteers are needed in every county of the state to help gather signatures at public locations and events. Special help is also needed with the coordination of local signature-gathering teams within each city and county.
