The Emergency Operations Center (EOC) is the command and control center for emergency operations. The EOC is located on the second floor of the Clark County Municipal Court and OES Building located on the corner of 5th and Clay streets in Arkadelphia, Arkansas. This operations center contains communications equipment that allows the control operators to communicate with the operators in the field. This communications equipment consists of both commercial and amateur radio equipment. The Office of Emergency Management (EOM) is supported by the Degray Amateur Radio Club (DARC). In the event that this facility is damaged or direct field control is required we have the capability to operate from mobile facilities.

One of our regular operations is severe weather spotting and reporting. We deploy forces throughout the county when we are threatened by severe weather. We have been deployed when disaster has hit Arkadelphia, Alpine, and Manchester communities and initiated immediate relief efforts to assist the people affected by the event. We are not limited to just severe weather, we also respond to hazardous materials spills, fires, flooding, ice and snow emergencies, and search and rescue operations.

We operate 4 commercial repeaters in Clark County and 3 Amateur Radio systems. The Amateur radio repeaters operate on 147.225+, 145.110+ and 444.950+ all of these repeaters operate with a CTSS tone of 114.8. The amateur radio repeaters are open to ALL amateur radio operators; during emergency operations these repeaters my be operated under the control of a NET Control operator. 444.950 and 147.225 are linked and are the primary repeaters used during operations, in the event of failure we will use 145.110 simplex with tone of 114.8.
